seat belt question

hi again guys well just popped up to my local camper place to find out if they can fit my window and r+r bed give me a good quote so thats cool hopefully get it done b4 end of august, anyways wanted them to fit seat belts in the back for us but they tell us they wont do it coz of liability, we have a 3/4 width bed and wanted a lap belt and shoulder belt fitted but chap said you cant fit a shoulder belt because the r+r is to far back in the van (where rock and rolls are useally situated) he says u can only fit them if the seat is further forward is this right? thought u could mount on on the left hand side (its right hand drive) he siad he doesnt mind welding the plates on and drilling the holes for the lap belts to go as long as i bolt them on myself,

do that then....
