Tappets are supposed to feel solid. If they are spongey then they have lost pressure and as the rocker presses on them you won't get full lift. If you run the engine and then check and they are still spongey then I think you will need to check/replace them.
To complicate matters, tappets can also seize solid and won't adapt to wear in the valve train.
