Treating van floor before insulation.

Hello all. I'm afraid I need this spelling out to me! I've bought Vactan to tackle minor rust on my van floor before laying insulation. Although Vactan acts as a primer, I only intend to use it in the worst corners etc. What exact primer would you buy (needs to be non-cellulose) and what paint, before I lay the floor? Ideally, I need to go to one big, easy store to buy the rest. I know this should be pretty easy but I'd love to hear of your success stories!
