Indicator dash tell tale not always working

Odd indicator question -
With the ignition off the indicator dash tell tale flashes correctly, as do the indicators.
With the ignition on all indicators flash correctly with both the hazard switch and indicator switch, but the tell tale does not.
With the ignition on, there is also a permanent 12v at the dash tell tale, which isn't there with the ignition off.
