1.7 n/a pump arm set up

i have a 1.7 n/a diesel which has been "modified" to run a non stock accelerator pedal. i have a new cable and tried to fit it but the arm has been rotated clockwise and all the stop screws have been altered. to get the arm in a place where i can fit a stock cable ive had to undo it and move it anti clockwise to reach the stock cable and get movement though the acc pedal range.

the bus has always been a slow starter but now takes between 15 -30 seconds to start even when hot and seems to have a two stage flat spot! driving home tonight for the mot tomorrow i managed 40 mph down a hill tops! i know there not fast but its got no ooomph either. anybody give me a clue how to get back to base settings on the arm?
