Washer motor only spraying occasionally whilst motor running

I replaced the washer motor on my 1991 2.1 Holdsworth and it works but only sometimes. The motor can be heard whirring away but sometimes it can be 30 seconds or more before water comes out! When it does it flys out stronger than the original. Can't see any leaks and took it out and tested it in a glass of water and it did the same I can see air in the pipe when it returns down the pipe, it is then it stops pumping water whilst still whirring away? Air lock? What to do?
