.... measured wheel on, but normally adjusted wheel off unless you have the fully 4 wheel alignment jig at home.
You need to move the van forwards / backwards a couple of times, ideally with sharp brake application to get the suspension settled as Bigherb said.
If measuring toe then make sure the final movement is forwards
Do make sure the place you are measuring at is actually level

You only need to adjust one side at a time, so adjust one corner at a time.
I use a spirit level, perhaps augmented by decent piece of straight wood to check for level across the track of the van.
For measurement, how are you planning to do that spirit level, plumb line and rule or camber gauge ?
I have camber gauges, but do check and calibrate them every year

Sorry I meant to level the van itself before checking the camber.
Otherwise the spirit level will be spurious.
I'll put a long level between the lower wishbones.
And jack the corners independantly.

I'm talking about the ground the van is on being level, so long as there's no broken springs don't worry about the ride heights.
Think of it this way, if there's a 2 degree slope on the ground, side to side, what will a properly adjusted van show as camber. Answer will be 2 degrees +ve on one side 2 degrees -ve on the other.
