powerfile replacement items

hi there. I got an old powerfile. the belts slip off almost immediately. there's no rubber bit on the brass end wheel. I see you can get rubber blocks and the arms.

anyone out there that could give me some advice on this and if I replace the arm will it take up the slack and run better?
