There are a few well documented threads on the Samba about converting tin tops to pop tops. There seems to be 3 methods. One involves completely migrating the camper roof skin onto the tin top. That would yield the most factory result. Next is moving a partial amount of the camper skin from the rear hatch forward to the area above the driver's head. This thread is also very well documented on the Samba. Last is a little more basic, where you cut a hole in the tin top roof skin and bolt the camper pop top to the tin top roof using nut plates for the hinges. Some have even come up with a way to build a mattress support for sleeping upstairs. This method seems to be more suited for the DIY person and I have seen a few documented threads for this conversion as well on the Samba.
