So...I have brake lights under heavy braking only.....

Most likely the brake light switch I'd say.
Its hydraulic and mounted on lower side of master cylinder.
So instruments out, rag stuffed underneath, should be enough access for a spanner to undo. If you are quick with your fingers to pulg hole you can switch them over with very little fluid loss.
Everything back together and should be working fine.

The brake light switch needs replacing common problem, If has the two pin switch buy from a VW dealers part number 113 945 515H. Pattern parts are rubbish don't last long or leak.

If you're lucky you might have two switches fitted, but only one connected. This is quite common. If so, move the wires over to the other switch. If it fixes it, you have bought time to get a new switch and swap it at leisure ( or do nothing more).

To follow on to this thread,from memory, I've definitely a 3 pin brake switch (nearest), and another one - don't know if that'll also be 3 pin, or is the other a 2 pin? It's an 84 van, so late and early parts. Just to confuse things and keep things interesting of course. (Am putting a parts order in, already have the new master cylinder)
