Just to add if I run a wire directly from crown to Ve+ side of horn push it sounds - it also sounds if I run that same wire to Ve- side and depress horn.
I thought (but could very easily be wrong) I followed your description for basic wiring except I used fuse 10 as 12 appears to be my wipers and as they now work perfectly I was keen to leave them well alone.
Ignition feed (confusingly also black/yellow) goes to live side (bottom) of fuse 10 and yellow/black from top of fuse to horn.

OK, let's wire it a per Haynes Aircooled, except for the fuse number.
Yellow / black wire from the fuse goes direct to the horn. It becomes live when ignition is turned on.
On the earth side of the horn there is a brown wire. Trace this wire, using continuity checks if you can. It should go direct from the horn to under the dash where it ir terminated in a single point terminal connector.
The other side of the connector has a brown / blue wire, this goes to the horn pad +ve side.
When you press the horn pad the circuit is closed when the horn is pushed (usually some form of spring). A brown wire then goes to earth to complete the circuit
Do a continuity test between the earth side of the horn pad and earth - it might be just this wire that is missing / poor contact.
There should not be any wire from the fusebox to the horn pad.

WE DID IT.
First up huge thanks for taking the time to help and type that out, I definitely couldn't have done it myself.
The simple set up has done it, with all the relay nonsense was out of the way I finally understood the set up. There are two issues I need to sort out for it to work perfectly.
1 - the connector on the brass ring/plastic shield for the Ve- lead from the horn push is loose and is grounding out (I assume this is causing the constant on with ignition)
2 - despite my best efforts there is an issue with the earth cable at the bottom of the steering column - attaching a good earth to spade from crown has horn working perfectly but not using brown cable

Check the earth cable where it connects to the steering box.
Originally it connects to the bolt under the coupling and sometimes is trapped and cut between the rubber coupling. I moved it to the top of the coupling.

Sorry for delay - I had to do a few days work - bloody outrageous if you ask me. Here is pic but I put a little cardboard sleeve around it and it’s okay.
New heater fan today - gone surprisingly well so far.
