Afternoon, you could be due an (alternator) voltage regulator change-easy job. Could also be dirty earth crown?

Could this also explain the flickering handbrake light?

Along with the other flickering lights , i would say yes....but i'm no expert. Also check the earth crowns for corrosion/tarnish- in the glove box, top left.
The handbrake light coming on fully can be due to low brake fluid level or the handbrake being on. Sometimes the little switch on the handbrake gets clogged up with dirt/dust and that can cause problems-not lighting up when the lever is pulled.
To check the brushes on the volt' reg' takes 5 minutes. Undo two screws to remove it from the alternator and check their length/condition. 13mm long when new, i replaced mine when having problems( down to 5mm) iirc.
