I have also had less than ideal experience with refurb starters over the years, and yes 3-4 years life seems typical.

The new unit I fitted 2 years (10,000 miles) ago is still doing fine (0.95kW boxed by JP Group Denmark). I guess some Chinese factory is now making these things, using more modern technology like permanent magnets, so a smaller, lighter, more powerful product.
