I think its a goern cleaning off the rust it's not as bad as it looked and can wait. Did you put mesh underneath step covered with filler then matting on top?

Cut the mesh an inch bigger than the hole. Put some fiberglass around the edge of the hole so the mesh sits on the wet fiberglass then add some layers on top. I didn't fill or paint my repairs but did put the holes in so the rubber went back on.
