Smokey JX but only up hill

I was wondering if anyone had any pointers as to why my 1.6td is smokey but seems to be only up hills, the recon engine has done 60k and had a fresh turbo at the same time.
The engine starts easily and sounds great for a diesel with no smoke at start up and pulls well enough, oil is 10/40 semi synthetic it uses a bit but not excessive.
I had the van MOTd a couple of weeks ago and seems to be worse since them, they did give the engine a thrashing revs wise to get the emissions pass and had a little oil dripping from the exhaust silencer joint just after, my first thought is worn turbo, I have read the Brickyard definitive smokey JX thread but thought I'd ask for your advice too.

Mines the same; the engine has only 60k from new, pressure tested fine, recon turbo, injectors tested ok; driving at motorway speeds and you hit a steep hill you get a few puffs of smoke,
I have put it down to 30 year old technology and a big jump in gears from 4th to fifth.
If anyone knows a fix I would love to hear it
