Front brakes - late style floaters

Whilst lying under the van looking at the poor state of my radius arm bushes (its how I relax in the evenings) I noticed the inside of the drivers side brake disk is showing signs that its not really contributing much to braking effort, with a generally rusty surface and little wear on the pad itself.

I assume that this means the pins that it all slides about on aren't doing what they should, so that the outer pad is coming on, but not dragging the inner pad on. Does this sound feasible?

Could be the pad stuck in the carrier,piston pushing on it and pulling the outside pad to the disc
