Why are there concerns about welding a bone dry petrol tank? No different to welding any other metal component. 3 or 4mm pinholes are not excessive, a good welder can 'pool' welder into the area therefore adding extra thickness to the metal which is exactly what I've done. Really not difficult at all.
Why would the glass be anything other than half full?
