Did you try pouring petrol into the carbs ?

It can take a long time for sufficient fuel to get through for the carbs, You said they were wet before which would seem to indicate that the carbs are working, but if there's insufficient fuel in the bowl then they won't. Of course being a CU you have two carbs, so two chances of getting the engine to fire, two sides to check for dry plugs.
