Steering Column Setting

Morning All,
When reassembling Ignition Switch Housing and Steering Lock, have found it difficult to achieve the 41,5mm dimension from top of Spacer Sleeve to end of Column.
If set to 41,5 the Steering Wheel Boss will not secure on Column splines.
All I’ve done is set wheels straight/dead ahead, set Steering Lock central to Housing, key function ok..
Dimension is now 47,5mm.
Taken van out for drive with lots of turning, all ok..
How do I achieve this 41,5mm ,as when Ignition Housing is secured there is no further movement in Column and am I ok with set up as it now is?
