No cold air in 1987 1.9 petrol t25

Hi ,

With heater controls turned to 'cold' we still get fairly warm air , not cold. We do though get very hot air when turned to hot.. . Is this normal or is Something not working properly preventing the cold air from getting through? Thanks for any help.
