Single weber carb problem

Hi
I've just put a new head on one side of a 2.0 CU engine. It started first time. I had the air filter off while it was started. one chamber was spitting fuel out whilst running. When the engine was shut down I operated the throttle arm while looking in and fuel was being pushed in on the side that was spitting. I have a mechanical pump and assumed that when the engine was shut down there would be no fuel to the carb. Is this a faulty jet? I saw the two brass screw heads when looking down are these the jets for each side?
Any advice would be gratefully received.
