Low Emissions Zone (LEZ)

Help. I have a nasty suspicion that diesel owners may fall foul of the new regs shortly to be introduced.I have a 1600TD 1990 camper and live within the zone. Tranport for London say one of the alternatives is to change the vehicle!!! Another is to pay the fee-£100 a day!!!!!! If any of you have any thoughts about modifications by way of filters or stuff , or modern exchange engines that will fit, I would be grateful? Also does anyone know the unladen weight in tonnes? Thanks.

Not subject to LEZ - Based on the information you have entered and information held by Transport for London (TfL), the Low Emission Zone (LEZ) does not apply to this vehicle. As long as the vehicle remains not subject to the LEZ the daily charge does not have to be paid for this vehicle when it is used in the Zone. 04/02/2008 Not subject to LEZ Further info 04/10/2010 Non-compliant

Not enough information to determine the emissions classification of this vehicle . deka i have a 1990 1.6td like you.I entered my registration to see if it was exempt the results are above.

My boss told me it's only for the large vehicles in 2008, but they are supposed to be including more as the years progress....Time to vote Liv out, you might get to save London......Would be good if he had ordered LPG buses and taxi's to promote his scheme......

I cant believe Londoners have sat back and let this happen.......
This is Euro/politics gone mad......
Ive been on the official LEZ web site.......pure money machine...
£100 per day to drive a non compiant diesel pretty much anywhere withing the M25.
I did a vehicle check using two of my mates diesel T25's...they pass until 2010.......then its daily fines of £1000 per day.......
what a load of old "Balls".........
This scheme should of been limited to HGV/PSV all classes...

As a londoner, I actually agree with the principle of this charge. They are trying to prevent "dirty" diesel engines from entering the capital, unless they are modified with a Diesel Particulate Filter to prevent carcinogenic releases from entering the atmosphere. I am guessing they are asking £100 a day as it is completely preventative. The only thing I don't agree with is charging motorhomes /motorcaravans. As if you are in London and own a one, I'd imagine you are generally using it to get the f*ck out rather than idly driving it around.. anyway.

Diesel Campervan T25's are not currently supposed to subject to the charge. You do however have to make sure a few things are sorted in order to be exempt. How do I know this!? I've done it after spending a few hours on the phone to the DVLA, TFL and VOSA.

To cut a long story short, you need to sort two things:

1) Your BODY TYPE on the V5 is listed as "MOTOR CARAVAN" (D.3 on the form). Obviously, you'll want it to be a motor caravan as well, might take some work to get a panel van changed!

2) Your "Revenue Weight" or Gross Vehicle Weight, needs to match whats on the plate on the A-Pillar of the vehicle (so its registered as under 2.5 tonne). Mine was missing, and they had defaulted to a 5 tonne weight. Hence being charged. Do both of these things, and you'll be exempt.

Check your status here:

https://lezlondon.tfl.gov.uk/lez/vehicles/default.aspx

The reason we pass is:

Diesel-engined vehicles between 1.205 tonnes unladen and 3.5 tonnes Gross Vehicle Weight and motor caravans and ambulances between 2.5 tonnes and 3.5 tonnes Gross Vehicles Weight.

We are a motorcaravan under 2.5 tonnes, outside the weight category  . Not sure how T4's etc will fair...

Hey Gav,

Think we met, you came to look at a GTi doublecab I was selling a few years ago....? You went for the Diesel instead... Glad to see you still got it.

I do plan to get out, gotta finish a few things first, if I was being charged a £100 a day, 24 hours a day, 7 days a week, I was gonna leave, Shame it might have forced my hand. What I find amusing is, there has been absolutely no consultation, or chat in the public forum that I have seen. If you read alot of the documentation, they completely ignored what most of the motoring bodies were saying. Particularly the Camping Carvanning Club etc.

There is some crazy figure on the number of motorhomes that turned up to the Olympics in Germany... don't see that being repeated for London in 2012 now... not at £100 a day.

There will be lots of cheap Transits for sale in 2010 though...

:D Hi , I also live in the zone and have a T25 1600 D . I am in the trade and work on diesels, very large ones. I am very confused about yhis LEZ lark. I have put my reg into the website and it comes up as April 2008!
Im gonna change my engine for a very late diesel coz by 2010 you will all have to be chuffin out flowers from your exhausts! (Euro 3)
We are NOT exempt coz we are over 1.205 Tonnes- read the info guys its all there, they are even including ambulances. Camper ? panel van? they dont care, there is no escape! :(

Incorrect, only motor caravans between 2.5 -> 3.5 tones Gross Vehicle Weight. My Westy is plated at 2.5 tonnes, which is not between 2.5 -> 3.5 tonnes.

I'd imagine, even if you fit a very late diesel (2004+ Passat?) your still gonna have a nightmare with VOSA testing every year etc.

I guess the real question, is how can non Camper owners get their V5 changed to read that it is a Motor Caravan, perhaps a few should ring the DVLA and ask, on the basis its for insurance purposes...

I'm the one who kicked this subject into play. First thanks for all your comments- very helpful. I too did some phoning about-DVLA and TFLA. Broadly my findings were the same as Syncroand101. To a degree I am slightly better off than most in that we were robbed of all our posessions whilst asleep in the van in an aire in the South of France last year. (They forced the lock but that's another story). Included was the van registration docs. and I am applying for new ones. I intend ,on their suggestion, to include a covering letter to make sure that D3 shows Motor Caravan. Also , and to make sure TFLA are holding the correct info., I shall register (for free) with TFLA the relevant details and send a photo of my vin plate. If that doesn't do it , nothing will!!! I,like Syncro, and as a lifelong Londoner, broadly agree with the proposals But it does seem a bit like taking a sledge hammer to crack a nut! Nobody seems to have made the connection that keeping old vehicles on the road is a form of recycling, and that if we are driven off, it will generate the sale/production of more vehicles. Whew, that's better!

Hi dudes here is the bumf from the site. The dude on the phone (L.E.Z.) recons my camper is registered as 5 tonne! :o Yea im sure it feels like it with that silly little 1600 engine pushing it.He also said he got the info from DVLA.Not true coz as he said it is taxed as P.L.G (under 3.5 T)
Anyway check this out. The Low Emission Zone (LEZ) will affect older, diesel-engined lorries, buses, coaches and large vans (exceeding 1.205 tonnes unladen weight) and minibuses.
My instruction manual quotes a camper at 1770kg unladen weight with driver and 2400kg gross vehicle weight.

It will also include other specialist vehicles that are derived from lorries and vans  including; motorised horse boxes, breakdown and recovery vehicles, refuse collection vehicles, gritters, sweepers, concrete mixers, tippers, removals lorries, fire engines, motor caravans, ambulances and large hearses (over 2.5 tonnes) are also included.

From October 2010, a standard of Euro 3/III for PM for larger vans and minibuses
Exemptions:
The following types of GB-registered vehicles will automatically be exempt from the LEZ. These vehicles will not need to be registered with Transport for London (TfL) and can be used within the Zone without being subject to the daily charge:

Vehicles designed and built for mainly off-road use, but which may be used on the road for limited purposes. Such vehicles include agricultural and forestry tractors, mowing machines, agricultural & farm machinery and equipment, mobile cranes and road & building construction machinery;
Historic vehicles (those constructed before 1 January 1973); and
Military vehicles registered in Great Britain.
