Brush length looks acceptable, mine was a lot worse than that when i changed it and was still working fine.
I only changed it as I wanted a 14.5v regulator for split charging and the original was giving me 13.9v.
Is there a voltage stamped on your regulator?

Worth changing the regulator then if you're measuring 14.1v.
But that wouldn't stop the battery charging enough to start the van.
Can you borrow a known good battery off something else?

In that case have a look at the earth strap between the front of the gearbox and the chassis for corrosion. Try the starter in the dark, and you might see a little firework display. Take the strap off, clean up the ends, clean up where it attaches either end, coat joint faces with copper grease and bolt up again. Worth a try.
Also have a look at the earth strap from the negative terminal of the battery to chassis.
1.9D (AEF) pop-top. Aaaaahhhhh........that's better.
