Only my opinion but I am not keen on the layout. I have a pretty normal layout in my T25 with a swivel seat at the front and RnR bed at ther back. Yes it will probably be all the seals. You could first try just replacing the filler tube grommet though as that can be done without removing the tank. Mine had split adn was causing the exact same problem. It could also be the other seals which are simple to replace but do require removing the tank.

I have one for a T25 but they were only fitted where there was a bukhead between the fron seats and the rear of the van and were held upright by that bulkhead. Not much use for a camper van unless the framae are heavily modified.
