I had this problem a few times when the fuel line or filter housing became blocked with debris from the fuel tank (I suspect as a result of previous owner using chip-shop cooking oil!). My thermo switch also bypassed with a manual one which I very rarely use. The only time the temp gauge has gone past half way was after idling for half an hour on a hot day. My replacement blower also makes an annoying drone so I tend to keep it off. I stay warm enough despite my van being drafty (condensation isn't a problem!) so I'd say ventilation seldom needs the blower if the van is moving.

Maybe the arms need repositioning on the spindles or are loose. I can't see how the blades could stick to cause the problem.
